AdBoard elects transition committee; 4As files indefinite LOA

MANILA, FEBRUARY 21, 2013 – A five-person transition committee has been appointed by the Advertising Board of the Philippines (AdBoard) Tuesday, February 19, the day originally scheduled for the special elections. 

 
The transition committee was formed in the wake of the resignation of all the newly-elected officers before the entire board. “There was a motion not to immediately call for an election since electing a set of officers will automatically exclude those from organizations that are on leave, dashing any chances of unification,” Angelito “BoyP” Pangilinan, Media Specialists Association of the Philippines (MSAP) representative and Carat CEO, said. 
 
The five-person transition committee is composed of: 
Nonoy Niles Jr of the Marketing and Opinion Research Society of the Philippines (MORES), 
TJ Parpan of the Internet and Mobile Marketing Association of the Philippines (IMMAP), 
Madonna Tarrayo of the Advertising Suppliers Association of the Philippines (ASAP), 
Pepito Olarte of the United Print Media Group (UPMG) and 
Pangilinan of MSAP. 
 
Chief among the roles of the Transition Committee is the unification of all sectors of the advertising industry.
 
The board has defined the committee as not being elected officers therefore will not function as the Executive Committee but as a recommendatory committee. As such, they are expected to manage the internal affairs of the AdBoard which includes managing the assets of the organization. In this light, the cheque signatories will now be from the Transition Committee. 
 
The structure of the committee is one that is “leaderless, a committee of equals. Any one member may initiate a meeting. The committee can also, as it deems necessary, call for a special Board Meeting,” Pangilinan explained.
 
Two of the AdBoard’s founding member organizations, the Philippine Association of National Advertisers (PANA) and Association of Accredited Advertising Agencies (4As) of the Philippines, filed an indefinite leave of absence from the umbrella organization. The former filed their LOA in November last year while the latter filed February 6. 
 
The letter, dated February 6, states:
 
“The 4As is convinced that ADBOARD as an institution has lost its relevance and purpose.

We are taking this position in the hope that concrete actions towards true transformation and change will be undertaken for the good of the entire industry.

Please be assured that while, on leave, the 4As will continue to engage with ADBOARD member organizations and other relevant organizations. We will likewise respect existing agreements and are open to initiating new agreements that promote shared interest and concerns.”
 
On another note, with 2013 being an AdCongress year, the AdBoard is still working to make the biennial event happen. Pangilinan said:  “The committee will reach out to the 4As and PANA to determine whether or not they will be participating, and make appropriate recommendations to the Board.”
