MANILA, PHILIPPINES — In a momentous stride for inclusive reform, the Department of Justice (DOJ), the Bureau of Corrections (BuCor), the Correctional Institution for Women (CIW), and SPARK! Philippines have come together to launch Project ARTE – a program aimed at Women Persons Deprived of Liberty that blends arts, crafts, and e-commerce.
The signing ceremony was attended by as Hon. Usec. Margarita Gutierrez and Hon. Usec. Deo L. Marco of the DOJ; Gen. Gregorio Pio P. Catapang Jr. AFP (Ret.), Director General of BuCor; CT/SUPT Marjorie Ann Sanidad, Acting Superintendent of CIW; Maica Teves, Executive Director of SPARK! Philippines; and esteemed designer Zarah Juan.
SPARK! Philippines emphasized that the initiative is rooted in the belief that productivity knows no boundaries. It advocates for the economic and personal empowerment of PDLs, who often face additional challenges due to discrimination, prejudice, and stigma. Through Project ARTE, these women are given tools to reclaim their narrative, develop marketable skills, and work toward reintegration into society.
